					<description>&lt;p&gt;Black was not ranked by Baseball America among the top 100 high school prospects entering the 2006 season.  However, his performance in 2006 bumped him up to the first couple of rounds.  The projecting of high school arms is sketchy at best, for every projected can't miss there is a comparable flameout.&lt;/p&gt;

&lt;p&gt;Specifically regarding Black, I'd take the $800K gamble.  The Nationals farm system needs to be rebuilt from the ground up and the only way to do that is make the investments in the high risk/high reward type guys.&lt;/p&gt;
