From the Herald-Mail, Nationals leadership was in Hagerstown, MD yesterday. The article captured several items of interest.

  • Boone said the Nationals are signing minor league free agents to fill the roster at the Triple-A level. It will allow Washington to keep its younger talent lower in the system
  • “We had two first-round picks last year - Chris Marrero and Colton Willems. Both of them will be here next season. Since we gave them a lot of money, there will probably be a lot of executives here to watch them.”

MLB/MLBPA Agree on CBA

The worst kept secret of the last week became official today when MLB Commissioner Bud Selig and Major League Baseball Players Association Executive Director Donald Fehr announced this evening that “MLB and the MLBPA have agreed to a five-year labor contract that will allow play to continue uninterrupted through the 2011 season.”

The linked press release highlights all of the aspects of the agreement, but I’m going to focus on the pieces that have impact on the minor leagues and the First Year Player Draft.

Amateur Draft

  1. Clubs that fail to sign first or second round draft pick will receive the same pick in the subsequent draft as compensation. Club that fails to sign a third round pick will receive a sandwich pick between rounds three and four in the subsequent draft as compensation.
  2. Period of time before a Player must be protected from the Rule 5 Draft is changed from three or four years from first minor league season to four or five years from year of signing.
  3. Signing deadline of August 15 for draft picks other than college seniors.

Draft Choice Compensation

  1. Type C free agents eliminated in 2006
  2. Also in 2006, compensation for type B players becomes indirect (sandwich pick) as opposed to direct compensation from signing Club.
  3. Effective 2007, Type A players limited to top 20 percent of each position (down from 30 percent) and Type B players become 21 percent - 40 percent at each position (rather than 31 percent - 50 percent).
  4. Salary arbitration offer and acceptance dates move to December 1 and December 7.

Quick analysis:

Amateur Draft (1): While I do not believe this will impact the Nationals failure to sign 2006 2nd round draft pick Sean Black (though I’m double-checking), it bodes well for the future. MLB and MLBPA have given teams a safety net in the first three rounds of the draft. Teams can now aim for the high ceiling tough signs with the knowledge that if they are rebuffed, they receive the same caliber selection in the following years draft. This basically takes any thoughts of a holdout and wipes them away. There is no leverage for the drafted player as the drafting team can lose nothing more than one year of that player’s development.

Amateur Draft (2): Extension of the Rule 5 protection status from ‘3 or 4′ to ‘4 or 5′ years. This is actually pretty significant. Teams now have an additional year of development time. For many teams, this one extra year will be very beneficial to player development. A team should have a realistic picture of a player who is 19 or older in four years (and the extra year for an 18 or uner player). For a team like the Nationals, this allows them to not have to waste a 40-man roster spot on a guy who still needs development.

Amateur Draft (3): My read of this is that it does away with the concept of a Draft-and-follow player. All contracts with non-college seniors must be agreed to by August 15. Teams can no longer select community college/junior college players with plans on signing them prior to the following year’s draft. The interpretation of this bears watching.

Draft Choice Compensation: Long story short for Nationals fans. Soriano will return exactly what he would have under the old agreement first round pick and sandwich pick between rounds 1 and 2 (with the caveat that the first round selections 1-15 are protected and substituted with that team’s 2nd round selection).

Compensation Update

Hat tip to Basil at Federal Baseball for pointing out this NY Times article regarding the pending labor agreement. Specifically, this portion

Draft-choice compensation for lost free agents will be reduced, not eliminated. Teams losing the top tier of free agents will continue to receive compensation.

This is great news if, in fact, the Nationals do lose OF Alfonso Soriano in free agency. The specifics of the reduction are still unknown, but it appears their will be some compensation for free agents lost. Additionally, there was no mention of an official draft pick bonus slotting system as referenced by Tracy Ringolsby.

Some potential good news for Monday morning.

UPDATE: From what I can gather from the bits of information out there, a reason for retaining the draft pick compensation in some reduced form is to keep the First Year Player draft as an item to be collectively bargained by MLB and the MLB Player’s Association (MLBPA). By keeping the link between draft pick compensation and free agent signings, the MLBPA can still collectively bargain any changes to the draft. More specifically, the introduction of slotting bonuses for draft picks. If MLB/MLBPA were to eliminate the compensation aspect in total, an argument could be made that the MLBPA had no right to speak on behalf on a population that they do not yet represent (draft eligible players).

Labor Peace Could Leave the Soriano Compensation in Pieces

Tracy Ringolsby of the Rocky Mountain News writes that their will be an apparent labor agreement between the owners and the players completed before the end of the World Series.

That’s the good news.

Ready for the bad news?

The new deal won’t have any major changes from the past, but there were be several subtle alterations that will have a long-term benefit. The two sides have agreed to eliminate draft choice compensation for teams losing free agents, and they will have a slotting system for bonus money paid to June draft choices

The key part is the elimination of draft choice compensation for teams losing free agents. If this is in fact part of the agreement (and it was a rumored part of the expiring agreement that got dropped before it was ratified), then there is a strong possibility the Nationals will not receive any sort of draft pick compensation if soon-to-be free agent OF Alfonso Soriano signs elsewhere. Soriano as a Type A free agent would allot the Nationals a 1st round draft pick (assuming it was not 1-15) and a supplemental 1st round selection prior to the second round. The Nationals failed to move Soriano at the July trade deadline, or in the subsequent waiver trading period. The conventional wisdom was that the Nationals were comparing potential offers to the two draft picks that would be received if Soriano moved on to another team in 2007.

Before anyone gets too worked up about it, we need to hear the complete details and whether or not this current off-season’s compensation rules will be grandfathered under the current agreement which expires on December 19. If the compensation is eliminated, the Nationals will be left with only the 2006 season to show for last off-season’s blockbuster trade for Soriano. This will be a key part of the Nationals’ rebuilding effort, those two draft picks are an important to re-establish the farm system.

The other part Ringolsby mentions is “a slotting system for bonus money paid to June draft choices.” This is bad news for the elite college/high school players who, at times, scare off those teams that need them most due to high bonus demands. Players will know what the maximum they can expect given their draft position and the examples of players who slide to later in the draft (and to the teams with larger budgets) due to high bonus demands.

The Nationals’ negotiations with Sean Black are the perfect example of this new aspect of the agreement. The average bonus for the #59 pick over the last three seasons (2003-04) was $585K, so a rough estimate of a 2006 bonus amount would be $600K. Black and the Nationals would have known going into the draft that $600K was the max that Black could expect and a yes/no would be a known entering the draft.

It’s great to hear that there will soon be labor peace and that the First Year Player Draft will be more of a known. It will be interesting to watch what happens with draft pick compensation.
