The Washington Nationals today outrighted infielders Tony Batista and D’Angelo Jimenez to Columbus of the Triple-A International League. Nationals Vice President and General Manager Jim Bowden made the announcement.
This now puts the Nationals at 32/40 on their 40-man roster with five players still on the 60-day DL.

Washington Nationals right-handed pitcher Shawn Hill had successful surgery performed on his non-throwing shoulder by Dr. James Andrews on Thursday in Birmingham, AL. Dr. Andrews repaired a partially-torn labrum in Hill’s left shoulder, an injury sustained on April 20 at Florida while diving back into third base. Hill is slated to begin a throwing program in two months and is expected to be ready for Spring Training.

No idea why they have been staggered nor why there has not been any news RE the other three you mentioned. Paperwork or notifying the players are options, I guess.

Perhaps some of these players are being claimed by other teams so they have trade value to Jim Bowden. If they are claimed the Nats can pull them back or discuss trading the player with the team claiming them. Jimwould not be doing his job if he let the players go without getting at least a bag of balls in return.
